Madume Elvis Lebea (born 04 April 1974) is a South African politician who served as the first Speaker of Collins Chabane Local Municipality.
Born and raised in Sereni village outside, Limpopo Province.

Lebea started his primary school at Mawela primary school and furthered his secondary school studies at Malovhana secondary school in 1994.
Lebea holds a Diploma in Business Management from Northern Technical College and he also obtained public relations certificate from PRISA Project Management and also obtained Local Government certificate in the University of Venda.

He recently completed ABT certificate with the University of South Africa (UNISA) and also obtained Local Government certificate from RAU and is now in a process of completing a Diploma in Public Management with Northern Technical College.

At the age of 13, after he was inspired by the life of Nelson Mandela, Cllr Lebea started his politics as an underground student politics at the age of 13 in 1989 and later joined African National Congress Youth League in 1991.

Lebea was elected as a branch leader of SERENI ANCYL from 1993-1997 and later established Sereni ANC branch in 1997 where he was elected as the chairperson from 1997 to 2000.
Lebea was also a founder of Mufeba ANC branch which was established in 1998 and the ANC later appointed him as the election coordinator in 1999.He was also appointed as the first ward based ANC branch convenor from 2000 to 2001 then elevated to Branch chairperson from 2005-2011, then in 2011 he became a branch secretary until 2015.

In 2014 to 2016 he was elected to serve as Makhado Sub-regional chairperson and within few weeks he was hoven a task as Collins Chabane sub regional convenor from 2016 to 2018. From 1991 to 1993 he was elected as the President of School Representative Council of Malovhana secondary school. He is also a founder of LRC at TNT and later elected president from 1997 to 1998.

From 1996, Lebea was elected to serve as the secretary of Community Policing Forum at Sereni village where he was later elected to serve in the tribal council of Masakona.
He worked as statistics SA numerator in 1996 and also served two terms as the Ward councillor from 2000 to 2010. He was then elected as a PR councillor and later resigned.

Lebea was also appointed to serve in the technical and finance portfolio committee between 2002 and 2010.
Lebea was appointed as the deputy director for Communication from 2007 to 2016 under the department of Social Development and was also serving as a member of School Governing Body of Mawela Primary school as the chairperson and later served Two terms as SGB of the secondary school.

Through his mouth, Lebea mentioned that he is inspired by the character of Nelson Mandela.
In 2016, Lebea was given a task by the African National Congress through their majority votes to serve as the first Speaker of Collins Chabane Local Municipality.
Received a recognition of certificate for providing political leadership that led to delivery in Masakona areas.
